THIS refers to Rafay Bin Ali’s letter ‘Traffic chaos and civic sense’ (Dec 30). There is an unconfirmed saying that traffic movement describes how a society behaves. Our society grew up through exemption culture and traffic chaos is primary indication of this culture. What we have seen over the years is that traffic rules do not apply on vehicles with armed forces number plates, federal and provincial government number plates, members of assemblies, judiciary, police, media, ruling party workers, ambulances, etc. With so many exemptions, the common people too feel that they are also exempted from rules and regulations. Karachi is a special case here. In the past five years, everything associated with normal living has finished. There is no holds barred on roads and only might is right. ANJUM SIDDIQUI     Karachi

That is a very interesting observation and hypothesis. I agree with your take on this. That is one of the reasons for this rampant menace
