VESTED interests have destroyed tax laws and as a consequence Pakistan’s development. The tax department, in nature, is an anti - corruption tool in the hands of a state, and if it functions effectively, there is no need for any other anti - corruption department. A study of tax administration of various states shows that developed countries concentrate on generating local revenue by adopting uncompromising policies towards the enforcement of tax laws.

They have stronger revenue law - enforcement agencies for generating indigenous revenue and eradicating corruption. In the US there are stern anti - avoidance laws and a strong revenue collection agency IRS, which has been vested with extensive powers to fulfil the budgetary needs.

In our neighbouring country, the Indian IRS is always in news, some time for raiding celebrities’ homes and some time for arresting high - profile personalities. Not only this, the Indian department of direct taxation has established an office in Abu Dhabi to keep an eye on investments made by wealthy Indians in the emirates.

In all developed countries, there are a number of cases where high - profile and renowned personalities have been convicted of tax evasion.

Contrary to this, in Pakistan, which has least tax compliance level, there is not a single case where anyone has ever been prosecuted for tax evasion. In the US, the penalty for non - filing of return is one year imprisonment, along with monetary penalties, and any wrong declaration in the return of income is construed as tax fraud for which a person is sentenced to four years of imprisonment. In Pakistan the penalty for non - filing of return of income is Rs5,000 only.

Revenue generation requires monitoring of the posh areas and business places but this is not possible without an efficient and well - equipped intelligence network. Instead of developing such an intelligence network, inspectors of the department are told to have been barred from moving into markets and business premises of the taxpayers on the so - called pretext of blackmailing of taxpayers. This has encouraged tax evasion and tax fraud.

In order to provide relief to people, there is a need for eradicating corruption, improving the law and order situation, ending the energy crisis, inflation and all other problems by reforming tax laws and strengthening the tax administration to collect taxes from business tycoons, industrialists, feudal and the other wealthier and powerful strata.

The offices of IRS should be established at town level to facilitate taxpayers, and to ensure monitoring of people liable to taxation so that Pakistan can generate its own revenue, and we don’t have to beg for money from international donors.

In Pakistan Tax policies are made only to benefit the people who made money through illegal means. Proposed Tax amnesty is a good example of this legal corruption.

why there is no tax on agriculture? why every rich man waana b a landlord? tax system must be base on uniformity and there msnt b any tax system for widows.

in Pakistan , the poor are taxed to subsidise the rich ...in India , the tax department is ruthless...in India ,they say give a completely squeezed lemon to an income tax official, and he will still queeze out some more lemon drops for the goverment !!!!

""ask the provinces, as after 18th amendemnt federal government cant do do anything about it""...... this is the answer you ll get from the people who matter in tax matters of pakistan....... and when you will contact the provincial authorities they will say that they are already taxing the landlords in the shape of different indirect taxes and as i put it, taxing the landord in the shape of "" direct taxation in indirect mode"" .... referrin to abiana, water cess, per acerage tax etc

on one hand the Indian IRS has established an overseas office to keep an eye on foreign investments but on the other side of the border, in Pakistan, IRS authorities have been legally barred to even question the source of foreign remittances being brought into Pakistan... what a contrast... you see elites all over the world try to evade taxation but here in this land of the pure it's a prerogative of the rich that no one can even question them

Its a piper's dream , I did not see it in happening in the past 59 years (excluding my age years of playing times when I could not understand why my elders would say the word Collector ! ) Nor I can foresee if happening in the remaining few years of my senior citizenship . When I first went to London at the prime age of 26 years I was amazed to see my UK collegeus , so much immersed & wanting to have the Resturants bills ( after paying the cash for the food ) ! When I asked them , the answer was " I have to submit my tax returns and I am allowed to have tax deductions for my personal expenses for food and daily use items , it transpired upon me the value of paying ones dues to the ex-chequer . Alas while in Pakistan I never earned enough to even come close to the Taxable line ( by Pakistani standards , I was a poor earner hence debarred from tax payment ! ) which i would have happily done if ever got the privilege to be taxed , the rest of my earning life I earned handsome wages but in a taxfree world of GCC but have always been ready to pay any tax or any lawful duties when asked to even in those circumstances .
