WASHINGTON, July 30: In Pakistan, the Constitution and other laws and policies restrict religious freedom and the government enforced these restrictions, says a US State Department report released on Monday.

The report, which examines religious freedom or the lack of it across the globe, points out in a chapter on Pakistan that individuals accused of blasphemy or who publicly criticised the blasphemy laws and called for their reform continued to be killed.

The two most prominent victims of this practice were Governor Punjab Salman Taseer and Minister of Minority Affairs Shahbaz Bhatti, who was the only Christian in the cabinet, the report adds.

“The government demonstrated a trend towards deterioration in respect for and protection of the right to religious freedom,” claims the report, adding that “some government practices limited freedom of religion, particularly for religious minorities”.

The report also points out that:

Abuses under the blasphemy law and other discriminatory laws continued; the government did not take adequate measures to prevent these incidents or reform the laws to prevent abuse.

Since the government rarely investigated or prosecuted the perpetrators of increased extremist attacks on religious minorities and members of the Muslim majority promoting tolerance, the climate of impunity continued. There were instances in which law-enforcement personnel reportedly abused religious minorities in custody.

The government took some steps to improve religious freedom and promote tolerance, such as the creation of a Ministry of National Harmony and the appointment of a special adviser for minority affairs following Shahbaz Bhatti’s assassination.

There were reports of societal abuses or discrimination based on religious affiliation, belief, or practice. Societal intolerance and violence against minorities and Muslims promoting tolerance increased.

There were increased reports of human rights and religious freedom activists and members of minorities hesitating to speak in favour of religious tolerance due to “a climate of intolerance and fear, especially after the killings of Salman Taseer and Minister Bhatti as a result of their opposition to the blasphemy laws.

A rise in acts of violence and intimidation against religious minorities by extremists exacerbated existing sectarian tensions.

Extremists in some parts of the country demanded that all citizens follow their authoritarian interpretation of Islam and threatened brutal consequences if they did not abide by it". — Anwar Iqbal

There is a reason why it is called "ISLAMIC" Republic of Pakistan. Authority will always be in the hands of Muslims, Laws would be made according to the religious scriptures, although rights would be given to every individual.

I am in US for at least 20 years. I have been going to Friday prayers without any objection througout this time, Once my boss (white non-muslim) gave me ride to mosque and waited in the car while I perform Friday prayer. As far as I know US is not perfect but they definately have more tolerence towards others compare to Pakistan. In Pakistan different sects of muslim are killing each other with a blink of an eye. This is true for throughout the muslim countries. So please..............(peace)

Mr Haidery, Us is no angel and we all will agree to that but it does not abolve our responsibilty of treating non sunnis fairly? So this young boy said he will take revenge against the Americans becuase they killed his innocent father. may Allah bless him and enable him to take this revenge. Now what about the Shia father and the Ahmedi father and the hazara father who were also innocent and killed by fanatic Sunnis? Should their children alsotake revenge against Pakistani sunnis? Instead of looking into US problems, please look in your own backyard and clean the mess otherwise this "revenge" will leave no Pakistani safe!!!

Yes you only burn and kill Ahmady Muslims, Shia Muslsims and Hazara Muslims. Change Pakistan's constitution before it makes pakistan disappear from all civilized societies. Punnish the killer of Slaman Taseer. Punish the murderer of Bhatti. Abolish Phrases in constitution that demonized other religons . Stop signing that worthelss piece of paper to get your passport by abusing Ahmadies and their religous head. You have no idea what Islam is and yes you fanatics do get a kick out of mistraeting all minorities!!! Now the world is treating all Muslims exactly in the same way!they call you a terrorist, they call your religion a cult, etc. You will be treated exactly in the same way as you treat others.

The why do you kill people who leave Islam? The only reason Muslims practice Islam is because they would be killed if they change their religion. Where and when was the carpet bombing done? Drone strikes are used to kill only terrorists and if some civilians die, we are sorry. But if your government takes action against these terrorists we do not need to use drones. But your generals want to keep these terrorists so that they can be used against India once we leave.

The Blasphemy and other laws in Pakistan are enacted by the government. It is pure bias - one does not have to generalize. The laws are used as a justification and perpetrators of sectarian and other violence are rarely convicted. Statistics are based on probability. The Probability of expecting religion related violence is relatively high in Pakistan compared to other countries.

Islam allows religious freedom, protects minorities. None of the muslim countries follow these principles of Islam. Pakistan should stop calling herself an "Islamic Republic".

A correction, MAJ campaigned for a separate state by constantly saying that Muslims cannot live with Hindus in the same nation, that " they worship (cows) while we slaughter them and eat them " (source: BBC Crrsp. interview with MAJ). Surely Maj had enough time to make sure that the rights of minority he so eloquently pronounced in English, to the restricted audience of the assembly, be embedded into the Constitution. MAJ, for, was not only the head of the State, the Party, the Govt., but also presiding the Constitutional assembly after the formation of the new nation. Its sickening when the question of the minority rights are raised people do not get tired of ranting that MAJ's "you can go to temple, church........." speech. That speech, which was never given in the pre-partion time, was infact for the Western audiances' cosumption, for, it was realized after the partion that such ethical/moral verbage was needed to get PL-480 wheat and grants from US & the West. Sorry for a lesson into the eye-witness history.

check your facts Mr. common man, how the Islam was spread. It gave equal rights to only Muslims that's why more and more people got converted to Islam because of fear of prosecution and not treated well in Muslim society. Had the Sikhism not born in India to fight Muslims, whole Indian would had been forcefully converted to Islam by now.

Mr. Hussain, the answer is right in your comment. Just because the US president is a Christian and his faith may be against the gay agenda does not mean he should limit their rights in any way. Instead he is doing what a good leader should and is fighting for more equal treatment of all of his citizens. The majority in any country should try to lift up the minorities thru freedom, education and equal rights. They are Pakistani just as much as you and I. Ask your self this, do the childern of the minorities have the same future outlook and access to education as yours? also seams like you have an issue with Hillary being a woman. Just saying.
