A recent column by Murtaza Haider about Canadian-Pakistanis discussed very well the issue of assimilation and difference in values among the locals and the immigrants who in this case were Pakistanis. Looking around Europe, this seems to be the biggest issue in national politics. The issues of assimilation and the cultural shock that Pakistanis face are very similar to the immigrant population in the Netherlands.

The major immigrant group in The Netherlands is from Muslim countries of Morocco and Turkey. The issue of their assimilation has become so vital to the Dutch society that the last general elections were dominated by only this theme along with issue of economic recession. Populist leaders like Geert Wilders of the movie “fitna” fame, came to power with a mandate of saving the country from becoming “NethArabia”. The Dutch, anti-immigrant sentiment rests on many complaints like the lack of participation of immigrant women in public life, the introduction of a different culture in their neighborhoods, the headscarves of women, the rise of the mosques in their cities and the lack of integration of these immigrants in public life. As with most immigrant populations in most developing countries, these minorities are normally poorer as compared to the Dutch families and many rely on social security benefits. This, in turn labels them as lazy or exploitative of the social security system.

The Dutch government has taken the integration of immigration issue very seriously and introduced many steps to ensure greater participation of the immigrants in the Dutch society. At the heart of these policies is ensuring greater involvement of the immigrant women in public life who come from very conservative backgrounds. One of the very talked about policy is the compulsory Dutch language exam, which every spouse has to take in their home country before being able to join their partner in The Netherlands. To me, personally, it is more a policy of segregation of families than integration. It is obviously targeted at the Dutch immigrants who want to marry someone from their native country. While I do not find that justified, I do see the point of this rule – how many times have we heard about cases of domestic violence in immigrant women who are not at all aware of their rights in their new country or who cannot speak the language to be able to make contact with the world outside their home. Such a language requirement is expected to reduce the vulnerability of the immigrant women and make them equal to the native Dutch women regarding their rights and treatment. Another big policy step is the “inburgeringscursus” or integration courses that were made compulsory for immigrants and anyone who wants to get the Dutch nationality.

The course is very interesting: it teaches the immigrants about the history of the country, the culture, the etiquettes and the way of life in The Netherlands. As a compulsory part of the course, all participants have to complete a series of tasks which include things like opening a bank account, filing a complaint at the city hall, writing a letter to some government department, sending out greeting cards to their neighbors etc. Again, the purpose of this exercise was more targeted towards the immigrant women who barely leave their homes in many cases. By compelling them to take part in society through these tasks, the government aimed to achieve some integration of the immigrants and reduce friction in society.

While, I personally believe that a culturally diverse society is more productive and tolerant, I also understand the insecurity in native Dutch people regarding the immigrants’ way of life. Once, I asked a Dutch friend why it matters to them that all women participate in public life or what harm is a simple immigrant housewife doing to them. His reply was that it affects the “rights’’ of the native Dutch women. They are put in a situation where they have a comparison with someone who has entirely different values about the role of women and that is why it is not workable for the whole society to have two entirely opposing systems of treatment of women.

It seems sometimes that most cultural and social conflicts among the immigrants and the natives revolve around the treatment and status of women. The vision about women and their participation in public life is always at the heart of such debates. The reason perhaps is that the treatment of women and their role in public life is one of the most contrasting features of cultural differences among the traditional and the liberal societies. The main threat that both sides always feel from each other is centered on the role of women. Liberal values regarding women, whether they are good or bad are most of the time unacceptable and unfit for the conservative way of thinking.

You are mostly right Sarfraz. "Intelligence is the ability to see things as they are". When the middle class and wealthy go to university they do study medicine and to be professional people, but they also socialize with each other, so that university becomes 50% education and 50% socialization which sets them apart from others, and also draws them together as leaders. The danger is if they all graduate thinking the same thoughts.

Pradeep, this is exactly the cultural and social norms that the writer mentions, just like your father was annoyed with your mother wearing pants. It had nothing to do with religion and she was not going to wear something indecent. But the attitude of men in most conservative societies is always centred around women and their status. Your mother would do no harm while wearing pants but since women are considered the only upholders of honor and tradition in our societies, they is not allowed to change.

Yes, Annas is quite right The Western mind became anti Muslim in 2001, after the 9-11 attacks. Neither has the West seen anything to change their minds about Muslims. The Muslims who attacked the London tube stations created acts that will never be forgiven. That was like bombing a cathedral. Ajay, It sounds to me that Indonesia today is the country Malaysians seems to believe they have. + Young good looking Chinese women (who don't wear Islamic clothing) can have just about anything they want in Malaysia. They are not discriminated against (especially in night clubs). Neither are they newly arrived Chinese.

In some respects, 100 years ago Jews were discriminated against because of the strange clothes they wore. The Jews didn't try to fit in. Muslim women working in America wear only the head scarf along with ordinary street clothes. Greek and Italian widows from the old country dressed all in black wore the sign, "I cannot speak English." Like the Observant Jews, Observant Muslim women could be from another planet so far as we know. When their children grow up in America they are often a little ashamed of their mother's and father's immigrant ways and immigrant thinking, and their grandparents as well. The first generation immigrants pass into eternity.

Also, being a Muslims we are, we don't know when and how the changes would infect us to compel to the Quranic concepts. As we know, it is our religious obligations too. The more we travel and more beautiful objects we watch every day in our life will ultimately draw a new psychological outlook into the heart about our creations and the creator. It is that outlook changes every Muslims regardless wherever we are! Islam doesn't belief in the idea of a small nation; Islam is a versatile and a universal religion. If it is there is nothing wrong to accept or re embrace the commands of Allah (SWT). Allama Iqbal also acknowledges that idea and claims the whole world as a Muslim world in one of his poem!

I am not sure that by focusing and changing the religious beliefs / dress code of Muslim women we can solve the issues related to immigration in any country in general and Dutch society in particular. However requiring all new immigrants to learn Dutch will def help the new immigrants assimilate in the Dutch society better against a requirement for them to adopt values of the new society. If by adopting dress code would have resulted in perfect assimiliation than surely all nuns and preiests would not be having their own dress codes today?

The unfair part living in western countries is holding stereotypical view of muslims and then mocking them when they try to assimilate following western lifestyle. I know for a fact that when muslim youth goes for clubbing, concerts, drinking etc, they face rude remarks as they are doing something anti-relgion as well. Also muslim men are hypocrites, they allow sons to go out and mingle with the crowd, while if their daughter do that, it becomes a matter of honor and islamic values comes into play..this is another taboo in the whole equation. Women are oppressed in our eastern societies, looked down upon and ridiculed upon at times when they talk about feminism and rights and when they thrive in a western society, men suddenly become threatened and try to control them. As for the women who dress conservatively, they should ponder that it is mostly in islamic countries that men stare at women, other than the beaches and in events where alcohol is served, starring at others is considered rude manners. But i agree on sending our so called islamic supremacists to saudi arabia, and that also on a iqama work visa, the arabic and islamic qafeel brother will fix them in 1 week and get their islamic concepts in order. Facing hurdles and being considered a third class citizen will make them realise that humanity and respect are virtues not jjust taught b y religion itself, and if they do, then muslims arent the ones following it in majority. AS for cultural assimilation, the western societies are pro-active and have planned way ahead and thats why the immigration is a three way process. The first migrant will move, the offspring will suffer the confusion of which culture to adopt, and the third one will conform to the western values( which muslims socities fear) if they want to without any fear.

You are right in pointing out the male dominated attitude of the men from the subcontinent which is regardless of race or religion. even at the age of 60, your father, as mentioned by you, had problems with your mother wearing pants which is a decent piece of clothing and not obscene. But just giving up values is so difficult for men from most traditional societies.

Integration takes decades, even for the Westerners living in Asia. If you went to the West when you were very young you are more likely to change and if you were older the chances are you will experience a crisis of identity. The second generation suffers even more than the first generation as they have pressure from their own parents and family not to adapt while being pulled in the opposite direction by their peers. Those who are better educated are likely to be accepted by their new country and vice versa. You can merge in the main stream and maintain your identity if you do not insist on flaunting it. I have seen several people walking around in their native dresses and thus being noticed whereas they would not draw any negative attention otherwise. The reason, they insist on looking different. Our native dresses are most appropriate in our cultural or national functions and even the locals don them, even though infrequently. They say if you educate a man you educate an individual but if you educate a woman you educate a family. Therefore it is very important that we adapt if we have gone to live in the West of our own choice. I see the Europeans and Americans living in India and they often go back with good memories. They are not asked to change as they appear to integrate themselves; their embassies run classes for them on their own initiative. My experience of living for 35 years in the west is that the Muslims expect more integration from their host countries than they are willing to give. Immigrants from other countries feel the stress too but move over more easily. I understand the difficulty on both sides but we need to cover 90% and become the new citizens and keep 10% to retain our own identity. The true integration will be a citizen with a fusion of Pak-Dutch values, the best of both cultures rather than a Pakistan in Netherlands. The West too is changing with the infusion of new immigrants and feel the same pain as we do. Please believe me when I say that the Western countries do every extra mile to accommodate us and give us all the rights that they give to their own citizens. Compare that with Saudi Arabia, Kuwait, Qatar, Brunei, all of them Muslim countries. Your passports are impounded and the idols of your Gods are trashed into trash cans. Some respect and dignity indeed! In return they are justified in expecting that we do our bit and do not hijack their way of life. Honor killing is not only shocking for them but also traumatizing. And we expect them to behave like nothing has happened. Total elimination of prejudice in the job market is unlikely to happen in Europe for decades. Has it been achieved in Pakistan among Balochi, Punjabis, Sindhis, Pathans and Saraikis? Ever heard of ethnic killings in Karachi?

Raika. Malaysia is the worst example one can think of among Islamic countries. Malaysia is probably epitome of discrimination based on race and religion. Indians and chinese are blatantly discriminated. Their temples are routinely broken down. Indians are the poorest community in Malaysia. Just cross the border and go to singapore. Same Indians have highest per capita income among all races. Muslim students get extra marks just for being muslim. one can't marry a muslim without giving up their religion. Govt. jobs are meant only for Malays. I can go on and on. but the point is, it is a huge blow to the confidence of people like us who would like to believe that education can make Islamic countrs tolerant. If you don't trust me ask the chinese who contribute 90% of the taxes in malaysia(25% of population) but still are treated as pigs.

It is said that it takes about three generations to realy connect and be part of the new adopted country. But, it was said in the past. But, now we live in the the age of communication. A fast pased world where a person sitting in Pakistan can check the price of a McDonnald burger in US with few clicks on his smart phone. Having said that, this communication is playing a very negative role in connecting to the mainstream foir the immegrants. Livig in Alsaka you can watch Geo TV 24/7. Men a connected to the news and women with the shows. So, there remains no time to listen and connect to the local issues.........and that is bad.

There is Education then there is Education.For one Education you have to go to schools , colleges and universities.This kind of Education is in reality not Education but it in fact is Training.It trains you to perform specific jobs and earn a living like from a brick layer to a doctor.In reality a doctor is not any more educates than a person who never went to school but his thinking is educated.If the person who never went to school has respect ,tolerance and love for everybody regardless of race , religion , color, nationality etc etc.Such an uneducated person to me is more educated than a doctor or even the most famous scholar if they are discriminative on any basis towards other people. As far as the politicians all over the world , they are always looking to divide us to create devisive issues and get votes.Yet we follow them blindly

Many immigrants from third world countries want to live on welfare. Many who manage to open small businesses don't want to pay taxes, hire illegal people (unauthorized to work). Not only that these small business people don't pay taxes, they also get welfare money. Muslims are causing additional problems by converting people, some of whom now hold leadership positions in al-queida or involved in Jihad, Only yesterday May 19, 2012 there was a News about 6 Indians & Pakistanis who were selling pay stubs in USA that were being used to defraud government by people applying for unemploymeny compensation. These 6 people helped 1000 or so people to defraud government.

raika45, the Malaysia today is very intolerant to non-Malays and non-UMNO members. But 50 years ago Malaysia indeed was secular and tolerant. for that matter even Pakistan was tolerant and secular 50 years ago. My own view is that if you migrate to another country then you must integrate and assimilate without having to lose your own cultural or religious identity. But nothing irritates me more then seeing Pakistani girls who, do not wear burkha and chador in downtown Lahore but then decide to don burkhas and chadors in downtown London or Toronto. In Punjabi we call this kind of behaviour "Nakereh" or false pretensions.

Absolutely rubbish and untrue. The West Europeans, the white Dutch, need to look at the discrimination that is rife in job market. It is one thing to say they are concerned about Muslim women's liberation and another thing when it comes to highly educated Muslim women finding extreme barriers to employment. The article has nothing to say about the ground realities - I see hypocrisy to say the least. I am not impressed with the article at all and I am someone that is highly educated for that matter and understand the agendas put forward in this article. A very disappointing article indeed.

I agree to the authors that learning a culture can take a life time. But I would argue that atleast an attempt should be made to make the local people feel good about the community. Immigrants forms ghettos and don't even try to integrate into society. This alienate them from day to day activity of interacting with local people and so this creates a divide. I believe "When in Rome act like Roman". That doesn't mean you have to leave your values. You can practice your values in any society but that should not come at the cost of social alienation.

Really, so this new policy is nice and that new policy is nice but it is not going to work....which seems to be your "logical" conclusion? So why would not you also suggest that those emigrants should re-consider moving given that their values and beliefs are in sharp contrast to the host countries'? My mother when she first moved out of India, she had only worn Saree through her life. She was in her 60s and we asked her to try out pants as in wintry weather, that seemed to protect much better. Our father actually mocked the whole idea and he certainly was not pleased. Today, 25 years down the road, my mom has given up Saree completely....she actually fell once and broke her hip bone thanks to her saree. if my mom at her age could do it, young brides moving across another continent can change with time, learn new languages and absorb the freedom that women of Islamic communities deserve, even if the belief systems are not exactly compatible - convenience and practicality has many important ramifications. If anything, your conclusion should have reflected that out rather than a completely negative knee jerk conclusion based on how many passports one carries.

I fully agree with the author to some extent.But why it is so difficult from a muslim background person to integrate with a foreign society??I mean westerners don't ask muslim women to wear bikinis or wear shorts or any revealing clothes on streets. All they say is, to wear decent clothes and look like any normal person like one of them.(Yes, not all women walk in bikinis and shorts in western countries) Opinions can differ but in my opinion this all happens because most of Muslims comes from non-democratic and non-secular societies, so they find it quite hard to adapt around people of 'other' faiths.And in most cases women are not much educated either so its hard for them to know their rights in a western society.And lastly 'while in Rome do as the Romans do'......don't try to dictate them what what should be done and how...just follow the rules of land.Westerners never make a hue and cry when they come to your countries, they just accept what is presented to them as the law of land.For example see how white women cover themselves when they tour an Islamic country(female journalists, hollywood actresses, tourists etc. etc.).Regards.

One other thing I forgot, one of the most powerful tools to keep ties with and maintain the "home culture" is satellite television.This creates so called "satellite dish" neighborhoods ,social housing projects and flats with hundreds of dishes on the balconies. By simply prohibiting installing these dishes on social housing balcony's you cut the cultural ,linguistic, link with the country of origin even further.Because this if anything keeps ties alive.So the squeeze is coming from more then one direction and it's not just at the front or a theoretical exercise.

Brilliant observations! Muslims who are intoxicated with the their glorious past should head towards Saudi Arabia, Sudan or Iran, so that those Muslims who migrated for freedom to be themselves can live in peace in the adopted western societies. The Muslims who feel that their religion is being dishonoured by the West should have the courage to surrender their passports and return to their ideal native lands--- but ironically, Muslims rejoice in criticizing the West and leeching at their social welfare system.
